A meeting of Gilcrux Parish Council meeting was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 15th November 2017

Present: Councillor’s William Henderson (Chair), David Griffiths, Katie Clarke, Lisa Hignett, Shaun McMullen and James Eve

Also, Present: Trevor Gear (Clerk) and Jacqueline Mounsey (Borough Councillor),  

Apologies: Hugo Graham (County Councillor)


Minute Parishioners Open Forum

No members of the public were present, but the following issues were raised on their behalf: -

i)  The 30mph sign on the entrance to the village near the Fish Farm was missing and had been reported to Highways

ii) Concerns had been raised from several sources regarding the speed of tractors travelling through the streets of Gilcrux. This had been reported to the Police who had spoken to local farmers seeking their co-operation

iii) Weeds growing around and through the kerbs in the village

  17/50                           RESOLVED that the Chair sign as a correct record, the minutes of the Parish Council     

meeting held on 20th September 2017.

Matters Arising



Advisory Funding Group. (AFG)

The meeting in October had been adjourned to 18th March 2018 with the closing date for applications being 23rd February 2018.

Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received

The CALC Circulars for October 2017 had been circulated and the issue of Data Protection was highlighted. The clerk is to go on a course in March when hopefully matters will become clearer.

Correspondence had been received regarding the CALC Annual General Meeting which is to be held on Saturday 18th November 2017 at 10.30am at Carlisle Racecourse together with the Annual Report

An e-mail, had been received from CALC regarding the fees that may be payable to the Information Commissioner under the General Data Protection Regulation.

An e-mail update on United Utilities – West Cumbria Water Supplies Project had been received and circulated.

An e-mail on the Inclusive Mobility Budget had been received and circulated.

An e-mail update from the Local Enterprise Partnership had been received and circulated.

An e-mail had been received from the Parliamentary Boundary Commission regarding the proposals for Cumbria which would mean that the parish would become part of the Penrith and Solway Constituency. It was considered unacceptable as this part of Cumbria has nothing in common with Penrith which is an affluent farming area that is over 40 miles distant whilst this area is coastal area.

            17/51  RESOLVED -The clerk is to write an objection to the proposal.

A letter had been received seeking financial assistance to replace accessories for the public access defibrillator.

            17/52  RESOLVED – that the council will donate half of the costs.

                                        (ix)       A letter had been received from HMRC stating that payments for HMRC will as

    of 15th December no longer be accepted on the payment book at Post Offices.

            17/53                   RESOLVED- That the council will in future pay by Standing Order.

(iix)      Notice of consultation by the Police and Crime Commissioner regarding Council   

             Tax Precept had been received.

(iiix)     An invitation to ma Community Led Housing in Allerdale event had been

 received and circulated


                         Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting   that were not on the agenda

Borough and County Councillor’s report

J Mounsey gave information about funding streams and her work on Allerdale Borough Council.

Financial update and cheque authorities

(a)The Clerk confirmed that after payment of the accounts the cheque account at £5849.95 and deposit account at £647.76

17/54     RESOLVED that the above accounts be paid.  

(b) A draft budget for 2018/19 was discussed.

       17/55  RESOLVED- that the precept for 2018/19 including CTR Grant be set at £8,800.00

Planning Applications








 Any other planning related correspondence

An e-mail drawing attention to the Allerdale Borough Council Planning Policy Consultation – Brownfield Register (Part 1) Consultation had been circulated.

Police Matters

 A letter had been received from Inspector Gale about meetings for Parish Councils which are to be held at Cockermouth Police Station. An e-mail had also been received from PCSO Ostle inviting members to said meeting at 7pm on 2nd November 2017. The chair had agreed to attend to represent the council. On his arrival he rang the doorbell several times but there was no response. A further meeting is to be held at 7pm on Tuesday 23rd January 2018 at Cockermouth Police Station but no members wished to attend.

         17/56             RESOLVED – the clerk is to provide feedback to Inspector Gale as requested in the letter.

Seats within the Parish

 The clerk had obtained a grant of £524.00 from the Charity Shop in Aspatria and the contractor had agreed to remove the old and fix the new seat for £100.00.  

17/57  RESOLVED the clerk to proceed with the purchase and fixing of the new seat


It had been agreed with the Youth Club that further planters should be purchased and raised on blocks to make them more visible.

          17/58  RESOLVED – the clerk to arrange the purchase of the planters and blocks.

Speed Sensors

The results of the speed sensors revealed that average speeds were about the 30mph limit and in view of this the Police advise that Speed Watch is not an option. Members were asked to continue to monitor the speed of traffic and report those considered to be over the limit.   


Footpath Maintenance -  The Ghyll


A complaint had been received regarding the condition of the public footpath in the Ghyll, Gilcrux the work required to alleviate the issues are beyond this council’s finance.

         17/59             RESOLVED the clerk is to bring the issue to the attention of Cumbria County Council.

Tallentire Hill Junction        

The response from Highways and the Police is that there is not a major problem at the junction and no action will be taken. Highways had also responded to the complainant


Condition of Chapel Farm, Gilcrux

The condition of the above which is considered to be in a dangerous condition and an eyesore was brought to the attention of the council  

17/60                RESOLVED -     it was agreed to report the condition to the Planning Compliance Officer of Allerdale Borough Council

Donation to St Marys’ Church – Grass cutting

 The council’s annual contribution to the above was discussed

              17/61  RESOLVED- It was agreed to donate £300 towards the cost of grass cutting.


The council now has two vacancies and efforts should be made to fill these positions by co-option. No applications had been received
