A meeting of Gilcrux Parish Council meeting was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 20th September 2017

Present: Councillor’s William Henderson (Chair), David Griffiths, Katie Clarke, Lisa Hignett and James Eve

Also, Present: Trevor Gear (Clerk), Jacqueline Mounsey (Borough Councillor), Hugo Graham (County Councillor) and PCSO Alex Ostle.

 Apologies: Shaun McMullen and PCSO Alex Ostle.

 

Minute Parishioners Open Forum               

No members of the public were present and no matters were raised on their behalf.

Confirmation of minutes

On the proposal of D. Griffiths and seconded by W. Henderson

17/28 RESOLVED – that the Chair sign as a correct record, the minutes of the Parish Council meeting held on 26th July 2017.


Matters Arising

K. Clarke had looked into the issue of clearing patches of Himalayan Balsam around the parish but advice shows it is now too late in the season as it is turning to seed and any disturbance could result on those seeds being spread.

17/30   RESOLVED – the clerk to diarize for the agenda for the March meeting

   

Advisory Funding Group. (AFG)

The next closing date for applications is 6th October but at this time there were no application. The clerk had displayed posters on the parish noticeboards.


Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received

The CALC Circulars for September 2017 had been circulated and consideration was made as to whether there should be an application to the Transparency Fund for equipment for the clerk. The clerk was happy with the current arrangements and no application was to be made.

A letter had been received from Oil club.co.uk pointing out the benefits of the club and asking for publicity. The clerk to display on noticeboards and put in the next Newsletter.

The Connecting Cumbria Newsletter had been received and circulated.

An e-mail had been received regarding an invite to meetings to discuss future Flood Risk Management for Cumbria which had been circulated.

An e-mail had been received asking for the hedge surrounding the village hall to be cut. The clerk to arrange a suitable contractor.

The CALC AGM is to be held on Saturday 18th November 2017 at Carlisle Racecourse with Peter McCall being the guest speaker

Information regarding the West Cumbria Water Supplies Project had been received and displayed on the noticeboards

An e-mail had been received and circulated regarding Community led Housing.

An e-mail regarding the Cumbria Minerals and Waste Local Plan (Inspector’s Report) had been received and circulated

An e-mail had been received regarding United Utilities – West Cumbria Supplies Project Update.

Two e-mails had been received from the Chair of Aspatria Rural Partnership giving updated which had been circulated


Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting that were not on the agenda and included writing the complainant regarding the complaint about the standard of grass cutting in the parish.


Borough and County Councillor’s report

J Mounsey gave a resume of her work and was on her way to a full meeting of Allerdale Borough Council.

H Graham was welcomed to the meeting, introduced himself and advise that he was on the Highways Local Working Group. His main concerns were speeding and crime in rural areas.

The Clerk confirmed that after payment of the accounts the cheque account at £2801.56 and deposit account at £647.76

Planning Applications

Decisions

Invitation to Development Panel re 2/2017/0283 Change of Use to provides camping site,   Moorhouse, Greengill.

               

Police Matters

  Apologies had been received from PCSO Ostle who was not on duty. She had previously prepared a report which had been circulated. Members were also reminded that the Cumbria Police Public Consultation Survey would be closing shortly.


Seats within the Parish

Whilst there had been many compliments regarding the new seats it had been noted the seat near the Forelands had not been replaced. A few options were considered.  

17/40  RESOLVED the clerk to make application to the Aspatria and District Charity Shop for funding


Planters

A fourth planter had been purchased and will be looked after by a family from Bullgill.

It was suggested that the planters are slightly raised and another provided at each site next year.

          17/41  RESOLVED – the clerk purchase bulbs for the Youth Club to plant


Play Park

 The recent Play Park Inspection had been received and was discussed. The gate had now been remedied.


Speed Sensors

The clerk had contacted PCSO Crome regarding Speed Watch and was advised that it was not suitable until a speed survey had been carried out by Cumbria County Council.

and that he would chase them. This has recently been completed and the clerk will contact PCSO Crome again.


Resilience Plan

The Resilience Plan had been put on the web site and resident’s attention had been drawn to it through the newsletter. No comments had been received

17/31 RESOLVED – that the plan be adopted.  

             

Tallentire Hill Junction

An e-mail had been received from a resident concerning highway issues at the above junction and seeking the councils assistance. The clerk had written to Cumbria Highways, the County Councillor and the Police but there had been no response to date. H Graham confirmed he had done the same. Both are to chase a response.


Data Protection Officer

The clerk advised members that the new General Data Protection Regulation requires parish councils to appoint a Data Protection Officer. It was unanimously agreed that the clerk be appointed.


Dog Fouling

Members were concerned regarding the increase of dog fouling in Gilcrux.

17/49             RESOLVED – that Allerdale Borough Council be informed and asked for improved    

signage and a waste bin to be placed on Tallentire Hill


Cumbria County Councils – Planning Design Guide

 This was briefly discussed but there were no comments were made.


 Vacancies

The council now has two vacancies and efforts should be made to fill these positions by co-option. No applications had been received
