A Parish Council meeting was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 8th March 2017

Present: Councillor’s William Henderson (Chair), Lisa Hignett, David Griffiths, Shaun McMullen and James Eve.

Also, Present: Trevor Gear (Clerk) and Alan Clark (County Councillor), Jacqueline Mounsey (Borough Councillor)

Apologies: Katie Clarke and PCSO Alex Ostle.

Minute Parishioners Open Forum      

There were no parishioners present but an e-mail had been received regarding the lack of road sweeping in the parish, in particular the road past Dykelands leading to Bullgil. This is the responsibility of the Borough Council and J. Mounsey agreed to take this up with the Borough Council.

17/10 RESOLVED – that the Chair sign as a correct record, the minutes of the Parish Council meeting held on 18th January 2017.

Matters Arising



Advisory Funding Group. (AFG)

L. Hignett gave a brief report on the financial position of the fund and that the closing date for the next grants panel which is Friday 12th May 2017.  

Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received

The CALC Circulars for March 2017 had been circulated and there were no matters arising.

An e-mail had been received regarding the Healthcare for the future Implications summit to be held between 9.30am and 11.30am on Monday 20th March at ENERGUS, Lillyhall Industrial Estate, Workington.

An e-mail PRESS RELEASE had been received regarding the new boundaries for Clinical Commissioning Groups (CCGs) in North Lancashire and Cumbria.

A letter had been received from HMRC which the clerk has actioned.

A letter of thanks had been received from Rev’d Canon Tim Herbert thanking the council for its grant towards the grass cutting in the churchyard and its contribution to village life.

An e-mail had been received from Susie Ramsden seeking a donation towards the Cumbria Dyslexia Project. After considering all the representations, the council consider that this was a very new venture and it was too early to support it at this time.

A letter had been received from the Pension Regulator advising that the councils staging date was 1st July 2017.

The process of advertising the vacancy created by the resignation of C. Astill was complete and the council is now able to co-opt.

Planning Applications




2/2016/0668 Demolition of disused barn and change of use to land incorporating two holiday lodges, Ellen Hall Gilcrux         Approved

The clerk appraised the meeting of the Allerdale Local Plan (Part 2): Site Allocations. Preferred Options Consultation and after examining the plan.  

               17/12  RESOLVED – No comments were necessary

Police Matters

          Apologies had been received from PCSO Ostle who was not on duty. She had previously prepared a report which had been circulated. The clerk also reported on the responses he had received from the Chief Constable and the Police and Crime Commissioner. It was noted that the responses contained incorrect information and failed to deal with the method of reporting incidents to parish councils. This matter had also been raised at the Aspatria Rural Partnership as other parish councils were experiencing similar problems and it had been agreed to invite the Police and Crime Commissioner to the next meeting of that Partnership

  17/13 RESOLVED – that the clerk write to the Chief Constable and Police and Crime Commissioner correcting the incorrect information and seeking a response about the method of reporting to parish councils.

Parish Spring Clean and Himalayan Balsam Clearance

 Arrangements were in hand for the parish ‘Spring Clean’ that will take place commencing at 10.30am on Saturday 6th May 2017 from the Gilcrux Village Hall. The clerk to see if the Youth Club will prepare some posters.

 Seats within the Parish

The clerk had been in contact with the supplier who will provide six seats together with fixings and delivery for £2,655.00 and the contractor will fix them on their bases for £600.00 although he had mentioned that there were eight seats in the parish. The clerk was asked to obtain details of the remaining two seat and members will consider including them in the project.


Play Park

The clerk has approached a contractor to carry out the work to the gates in the play park and to advise on repair work to the noticeboard at Greengill.  This is still outstanding and the clerk will chase the contractor.


Speed Sensors

The clerk had contacted Philip Groom at Highways but he was unable to provide any information as to when the survey will be carried out as this work is now contracted out.

Resilience Plan

All parishes are being encouraged to produce a plan and the clerk will re-circulate the papers previously considered.


Electoral Review of Allerdale Borough Council – Draft Recommendations

The council received an update on the Boundary Commission Draft Recommendation that includes the parish in the same two member ward as Crosscanonby and Dearham. Members considered the proposal.

            17/14             RESOLVED that whilst there were some shortcomings no response was required  

Risk Assessment 2017

The clerk produced a draft Risk Assessment which was discussed

17/15 RESOLVED – that the draft Risk assessment was adopted

Internal Auditor

Members considered the effectiveness of the work of Mr. Peter Wilson who was last year’s internal auditor.

            17/16             RESOLVED – that Mr. Wilson be appointed internal auditor for 2016/17 accounts


The council now has two vacancies and efforts should be made to fill these positions by co-option
