A Parish Council meeting was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 20th July 2016

Present: Councillor’s William Henderson (Chair), Lisa Hignett, Katie Clarke, David Griffiths and Shaun McMullen

Also Present: Trevor Gear (Clerk),

Apologies: Charlotte Astill, Jacqueline Mounsey (Borough Councillor) and PCSO Ostle.

Minute Parishioners Open Forum                     

                                      There were no parishioners present but the Chairman raised the condition of parish land   

                                       in front of Kinnaird Cottage which contained large unkempt bushes.

16/44   RESOLVED – that estimates be obtained for returning the are to grass

Declarations of Interest  

L. Hignett as the council’s representative on the Advisory Funding Group registerable interest in item 8. (AFG).

Confirmation of minutes

On the proposal of D. Griffiths and seconded by L. Hignett

16/45 RESOLVED – that the Chair sign as a correct record, the minutes of the Parish Council meeting held on 11th May 2016.

Matters Arising


Advisory Funding Group. (AFG)

Lisa Hignett advised that there had been no update from Cumbria Foundation.

16/46    RESOLVED – that Annalee Holiday be invited to the next parish council meeting


Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received

The CALC Circular for June, July and August 2016 had been circulated and there were no matters arising.

An e-mail had been received advising that the Allerdale Borough Council Customer Services telephone number has changed to 0303 123 1702 but that you can still get through direct if you know the extension number.

An e-mail about Allerdale Borough Councils Draft Housing Strategy had been received and circulated.

The summer edition of Nu Gen News had been received and circulated.

Information on the Cumbria Community Foundation – Cumbria Flood Recovery Appeal had been received and circulated

The National Salary Award for clerks of 1% for 2016 (backdated to April 2016)

            and 1% for 2017 was noted.

Connecting Cumbria – Newsletter had been received and circulated.

United Utilities were joining forces with Severn Trent and will be known as Water Plus.

An e-mail had been received about the Western Coast and Lakes Travel Plan which had been circulated but it was noted that it only allowed a 6-day response time which was considered insufficient to make a response.

An e-mail had been received from the Success Regime Care Quality Commission

which gave dates for the next round of public consultation.

The Clerk confirmed cheque account at £6,678.63 and deposit account at £645.34

Police Matters           Apologies had been received from PCSO Ostle who was not on duty. She had previously prepared a report which had been circulated.

16/48 RESOLVED – that copies of the Police Report should be displayed on the village notice boards for the information of residents


Tallentire Hill

  The muck heap had been reduced and was not a problem at this time and should be   removed from future agenda.


 Ramp access to Churchyard

 The clerk informed the meeting of the current position regarding the ramp access.

The council had received an additional £1000 from Councillor A. Clark’s Personal Allowance and the contractor hopes to start work in about three weeks’ time.

 Seats within the Parish

 It was brought to attention that the seats in the parish were in a poor condition and that the council should engage in a rolling program of replacement.

16/49  RESOLVED – that the clerk obtains estimates and literature which is to be brought to the next meeting.

Play Park

 The council has now assumed responsibility for the play park and the annual inspection is due next month. It was also noted that basketball hoop appears to have been damaged.


Speed Sensors

There appears to have been no progress on this matter and the clerk will contact Highways.

Woods above Leathergill Beck

 Concerns had been raised regarding groups of youth using the woods for parties and holding fires which cause damage. The Police had been informed and residents are to be encouraged to report incidents at an early stage and if necessary to call the fire brigade. Member also suggested sharing information on the Facebook page “Village Friends”
