A meeting of Gilcrux Parish Council was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 18th March 2020.

Present: Councillor’s Simon Jones (Chair), David Griffiths, James Eve, Christopher Thorpe and Katie Clarke

Also, Present: Trevor Gear (Clerk), Rev’d Tim Herbert and Phil Royal

Apologies: William Henderson, David Lake and Debbie Taylor.

15 Minute Parishioners Open Forum    

i)There was a brief discussion how the parish council and other groups in the parish could best support the vulnerable people in the parish during the current coronavirus outbreak. It was agreed that this needs to be organized outside of this meeting and all interested parties should reconvene at 4.30pm tomorrow (19th March) in the Village Hall to take this forward. It was also agreed in principle that the parish council would provide some financial support for printing etc.

ii) The clerk brought to attention two e-mails from a resident regarding a faulty streetlight and a blocked gully. The clerk to follow up.

Declarations of Interest

D. Griffiths declared a personal interest in the letter sent in by his wife to be dealt with under item 7 on the agenda.

Confirmation of minutes

On the proposal of S. Jones and seconded by Katie Clarke

    20/05 RESOLVED that the Chair sign as a correct record, the minutes of the

   Parish Council meeting held on 15th January 2020.


Advisory Funding Group. (AFG)

D. Griffiths, the parish council representative stated that there had been no meetings since the last council meeting, but one application had been dealt with by electronic communication

Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received; -

i)  The CALC Circulars for February/ March had been forwarded to members and there were no matters arising.              

ii) An e-mail announcing Environment Agency Flood Action Week 2020 had been received and circulated.

iii)  An Important Coronavirus Update had been received from CALC and circulated.

vi) Information regarding Cumbria Action for Health & Mental Health Provider Forum Bulletin March 2020 had been circulated.  

v) A press release – North Cumbria Health and Care Organisations launch a five-year strategy to deliver the NHS Long Term Plan had been circulated.

iv) An e-mail giving information on a major package of support announced by Government for storm-hit areas had been circulated

iiv) Information on the Cumbria in Bloom Pride in Your Community Competition and IYN Awards 2020 had been circulated.

iiiv) Information regarding a Climate Change Event, Newbiggin Village Hall, Penrith on 13th March 2020 had been circulated but was cancelled.

xi) An e-mail regarding the Police and Crime Commissioner’s Council Tax Consultation had been circulated.

x) Information on Save the Date – The Big Conversation- 29 Jan 2020 had been circulated.

ix) An e-mail had been circulated on the County Council’s Working Together Service – Allerdale District had been circulated.

iix) The Marine Management Organisation – Draft Marine Plans Consultation Awareness had been circulated.

iiix) A press release – Next Governing Body Meeting – 5 February 2020 had been circulated

xvi) An invitation for people to join the Age UK West Cumbria Board of Trustees had been circulated.

vx) Information had been received regarding Royal Air Force Battle of Britain 80th Anniversary.

ivx) The North West Coastal Access Monthly Update for January and February had been circulated.

iivx) Information regarding the Great Cumbrian Litter Pick 2020 had been circulated but is now cancelled.

iiivx) An e-mail with useful Weblinks from recent NALC Meeting with Transport Planning Society had been circulated.

Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting which includes the following: -

i) A request for the Village Hall Committee to be allowed to include a slide on the play park which was approved by those present.

ii) A letter from the guardian of the parish defibrillator requesting the council to buy consumables for the defibrillator which includes a battery and 2 sets of pads. This was agreed.

iii) A request from the Information Commissioner to renew the council’s registration as a Data Controller. It was noted that if it was paid by standing order the fee was reduced from £40 to £35. All present agreed to this method of payment

vi) He advised members that Highways have looked at the standing water at Ellenhall but there was further work to do.

Borough and County Councillor’s report

There had been no apologies or reports from the County or Borough Council representatives

Financial update and cheque authorities

(i) The Clerk confirmed that after payment of the accounts the cheque account stands at £3359.99 and deposit account at £649.38.

 Planning Applications

i) Consultation

OUT/2020/0009 Re-submission of application OUT/2019/0005  

for outline application all matters reserved for new residential dwelling. Rectory Lodge, Gilcrux  

No  objection

OUT/2020/0023 Drainage & Surface Water Assessment  Chapel Farm, Gilcrux, Wigton   Concerns that this is only commentary

Police Matters   

No report or apologies had been received.


   Bank Account with online facilities

The clerk advised on his attempts to find a suitable account and would report further at the next meeting

   Footway lighting   

The clerk informed the meeting that he had received a further e-mail from Allerdale

 Borough Council in which they indicate that as of April 2021 they will be expecting

 this council to pay £870.87 energy cost for the above. It was agreed to write and object

 to these charges and to include that their assessment of lights is in accurate.

St Mary’s Church – Funding and work                  

This is ongoing and a brief verbal report was given by K. Clarke.   

Parish Spring Clean

The Great British Spring Clean had been postponed until September as has the parish spring clean.


An application for co-option had been received from Christopher Thorpe from Wardhall. On the proposal of K. Clarke and seconded by S. Jones  

20/07 RESOLVED – that C. Thorpe be co-opted as Councillor

Land Registration

The clerk gave an update on the progress of the registration of land maintained by the council which is with the Land Registry.

 VE Day 75 – 8th May 2020

An event was being organized by the Village Hall Committee with financial support from the council but in view of the coronavirus is likely to be cancelled  

Village Green -Drainage

No issues to report following the recent heavy rain.
