A meeting of Gilcrux Parish Council was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 15th January 2020.

Present: Councillor’s Simon Jones (Chair), William Henderson and Katie Clarke

Also, Present: Trevor Gear (Clerk)

Apologies: James Eve, David Griffiths, Debbie Taylor, David Lake and Louise Maguire (Borough Councillor) and John Colhoun (Borough Councillor)

There were no members of the public present and no matters were raised on their behalf.

None received.


Confirmation of minutes

On the proposal of S. Jones

    20/01 RESOLVED that the Chair sign as a correct record, the minutes of the

   Parish Council meeting held on 20th November 2019.

   

Advisory Funding Group. (AFG)

D. Griffiths the parish council representative provided a written report of the meeting held on 18th December 2019.


Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received; -


i)The CALC Circular for December and January had been circulated and there were no matters arising.

ii) An e-mail giving details of the North West Coastal Access Monthly Update –January had been received and circulated.  

iii)  The Register of Electors 01 November 2019 had been received

vi) Information regarding Cumbria Action for Health & Mental Health Provider Forum Bulletin, 16.12.19 had been circulated.  

v) Information on a free Get Online Safe Event had been circulated.

iv) An e-mail about the Allerdale Borough Council Budget Consultation 2020/21 had been received and circulated

iiv) An e-mail regarding Allerdale Borough council Draft Delivery Plan 2020/24 consultation had been received and circulated.

iiiv) Information on repairs to property relating to affairs of the church – December legal update had been circulated.

xi) An e-mail regarding Creative People and Places – Community Consultation had been circulated.

x) The Cumbria Arts and Culture Network Newsletter had been received and circulated.

ix) Information on the Launch of a Pass the Baton campaign by the NHS had been circulated


Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting which includes the following: -


i) A request had been received for the council to re-register with the Pension Regulator

under the Pension Auto-enrolment provisions.


Borough and County Councillor’s report

Apologies had been received on behalf of the two Borough Councillors and a brief report regarding the current issues at Allerdale Borough Council.

No apologies or contact had been received from the County Councillor.


Financial update and cheque authorities

(i) The Clerk confirmed that after payment of the accounts the cheque account stands at £4169.54 and deposit account at £649.38.

The Allerdale Local Plan (Part2) Site Allocations – Inspector’s Report Publication can be found online or at any library or council office.


Police Matters   

No report or apologies had been received but an e-mail had been received from Inspector Rachel Gale introducing Localized Newsletters.

   

   Bank Account with online facilities

The clerk advised on his attempts to find a suitable account and would report further at the next meeting


   Footway lighting   

The clerk informed the meeting that he had received a letter from Allerdale Borough

Council in which they indicate that as of April 2021 they will be expecting parish council’s

to be responsible for the energy cost for the above. The clerk has requested details of the number, location, type of light and cost but no response has been received.


St Mary’s Church – Funding and work                  

This is ongoing and a brief verbal report was given by K. Clarke.   


Parish Spring Clean

Details of the Great British Spring Clean had been received and L Hignett is to be asked if she would consider organizing an event together with S. Jones.


Vacancies

An application for co-option had been received from David Lake from Bullgill. On the proposal of K. Clarke and seconded by S. Jones  

20/03 RESOLVED – that D. Lake be co-opted as Councillor

There now remained one vacancy and efforts should be made to fill these positions as soon as possible.


Land Registration

The clerk gave an update on the progress of the registration of land maintained by the council which is with the Land Registry.


 VE Day 75 – 8th May 2020

K. Clarke to contact various groups in the parish to see if an event is being arranged which the council could support.

 

 Meeting dates 2020/21

 The clerk produced a draft schedule of meeting dates for 2020/21 which were approved

 

Conversation with the NHS

K. Clarke had attended the event and gave a verbal report.


Village Green -Drainage

No issues to report following the recent heavy rain.


Grass cutting 2020

A letter had been received from TIVOLI (formerly ISS) advising of a 6% increase in the cost which will rise from £1236.48 to £1310.67 for this season.

20/04 RESOLVED – to accept the increase
