A meeting of Gilcrux Parish Council was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 20th November 2019.

Present: Councillor’s Simon Jones (Chair), James Eve, David Griffiths and Debbie Taylor

Also, Present: Trevor Gear (Clerk)

15 Minute Parishioners Open Forum    

The clerk had been informed of the following matters.

i) Concerns about the destruction of the grass verges near Meadow Barn by careless driving. To be monitored.

ii) The drain cover in the pavement on the opposite side of the road to the village hall appears blocked and overflowing causing a danger to pedestrians. This had been reported to highways but is still causing problems. Clerk to chase.

Confirmation of minutes

On the proposal of D. Griffiths and seconded by D. Taylor

  19/22                     RESOLVED that the Chair sign as a correct record, the minutes of the

   Parish Council meeting held on 18th September 2019.

   

Advisory Funding Group. (AFG)

It is believed there will be a meeting in December. D. Griffiths the parish representative to chase.


Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received; -


i)The CALC Circular for November had been circulated and there were no matters arising.

ii) An e-mail giving details of the North West Coastal Access Monthly Update –October and November had been received and circulated.  

iii)  The Neighbourhood Planning and Health and Well Being Article - Legal Update had been received and circulated

vi) Information regarding Cumbria Action for Health & Mental Health Provider Forum Bulletin, 7.10.19 and 04.11.19 had been circulated.  

v) Information on Free Cyber Awareness Training had been circulated.

iv) Information on the CALC Climate Change Event had been received and circulated

iiv) An e-mail regarding Cumbria Kindness Day 13th November 2019 and Volunteer Training had been received and circulated.

iiiv) Information on the Non-native Invasive Species – Water Primrose had been circulated.

xi) An e-mail regarding the Allerdale Borough Council draft Council Plan 2020-30 – Consultation had been circulated.

x) An invitation to the CALC AGM 2019 had been received and circulated.

vxi) Consultation E-Briefing 09/19 – Independent Review into Local Government Audit

had been received and circulated.

vxii) A thank you e-mail had been received from Citizens Advice Allerdale for the council’s donation of £75.00 towards their work in Aspatria


Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting which includes the following: -

i) A request had been received for the council to consider a children’s slide on the play park. There were no objections provided there is space.

ii) Further correspondence had been received from Mr. Ballantyne Dykes regarding the playing field which was noted.

ii) A tremendous amount of water was running down close to the well. Mike Taylor had

 rodded the well free of charge which seems to have improved the situation. It was proposed that he should by thanked for his public- spirited action.

iii) He had received a request for the hedge around the village hall to be cut. He had received two estimates one for £175.00 plus VAT and another for £300.00

19/24 RESOLVED- To accept the lower estimate.


Borough and County Councillor’s report

Members were again disappointed that there were no apologies or reports from the County Council or Borough Council Councillors. The clerk had contacted them following the last meeting and apart from one who responded that they would try and attend this meeting no other responses had been received.


Financial update and cheque authorities

(i) The Clerk confirmed that after payment of the accounts the cheque account stands at £4813.76 and deposit account at £649.38.

19/25  RESOLVED that the above accounts be paid.

            

 Planning Applications

i) Consultation


OUT/2019/0023 Proposed demolition and outline consent

     for 13 dwellings Chapel Farm, Gilcrux, Wigton (all matters reserved)  No Objection

                          

FUL/2019/0201 Proposed agricultural implement shed  Pasture Farm, Greengill, Gilcrux    Object very large building.

Consultation on the Allerdale Local Plan (Part2) (Site Allocations) – Main Modifications can be found online or at any library or council office.


Police Matters   

A report had been received which indicated that there is nothing to report. Members raised the issue of hare coursing which is prevalent on Tallentire Hill this time of the year. Clerk to report to the police.

   

   Budget and Precept for 2020/21

The clerk produced a draft budget for 2020/21 which was discussed, and it was agreed to set the Precept for 2020/21 at £8800.00.


   Donation – St Mary’s Church   

The annual donation towards the grass cutting at St Mary’s Church was discussed.

19/24 RESOLVED: - that a donation of £350.00 be given to this work which enhances the village


St Mary’s Church – Funding and work                  

This is ongoing and is fully dealt with in the Parish Newsletter.   


Vacancies

There remained two vacancies and efforts should be made to fill these positions as soon as possible.


Land Registration

The clerk gave an update on the progress of the registration of land maintained by the council which is with the Land Registry.


 VE Day 75 – 8th May 2020

The above was discussed and it was agreed to find out if any other group are planning to commemorate the about which the council could support.


 Conversation with the NHS

K. Clarke had agreed to attend the event but as she was absent this item was adjourned to the next meeting


Village Green -Drainage

The agreed work was now complete and the situation on the green will need to be monitored

  2020 at 6.30pm at Gilcrux Village Hall.
