A meeting of Gilcrux Parish Council was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 24th July 2019.


Present: Councillor’s Katie Clark (Chair), David Griffiths, William Henderson and Debbie Taylor


Also, Present: Trevor Gear (Clerk) Angus Hutchinson (Hyde Harrington) and three residents. ugo Graham

15 Minute Parishioners Open Forum    

Mr. Hutchinson gave an overview of the proposals for Chapel Farm and the Garth and some of the issues that had arisen as a result of the recent planning applications. He indicated that revised applications will have to be submitted as the planning department require affordable dwellings on the Chapel Farm Site which will result in an increase in the number of dwelling and the completion of a drainage survey. Members asked several questions as did the residents present. When a revised application is submitted the council reserved the right to make further comment. Mr. Hutchinson was thanked for his time and left the meeting with the residents.


Vacancies

Debbie Taylor had applied for co-option and on the proposal of K. Clarke and seconded by D. Griffiths

19/14   RESOLVED- that she be co-opted as councillor.

Confirmation of minutes

   Parish Council meeting held on 22nd May 2019.

   

Advisory Funding Group. (AFG)

No information has been received since the last meeting


Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received; -


The CALC Circular for June, July and August had been circulated and there were no matters arising.

An e-mail had been received from Allerdale Borough Council regarding the New Allerdale Waste and Recycling Service which is suspended until September.

The Northwest Coastal Access May and June update had been circulated.

A Press Release – Next CCG Governing Body Meeting – 5th June 2019 in Carlisle had been circulated.

An e-mail from Allerdale Borough Council regarding Self-build Promotion had been circulated.

An e-mail regarding the Latest Public Health Campaign had been received and circulated.

A Press Release: Your input needed to design a new Community Cancer Nurse Service for North Cumbria had been circulated.

An e-mail regarding NALC Legal Update had been received and circulated.

(ix)      A letter had been received from Citizens Advice Allerdale seeking

  financial support. To be discussed at the next meeting

                                (x)       Information regarding Town & Parish Councils -VE Day 75 – 8th

    May 2020

   (xi)      Act Gazette – Issue 33 Summer 2019 had been received and

circulated.

(xii)     An e-mail regarding Better Internet Access in Cumbria had been   received and circulated. In which it suggests that the only way to

 improve your broadband is by self- help groups

(xiii)     An invitation to the three-tier meeting on 11th July had been

 received and circulated.

(ivx)     Consultation on the Solway Coast ANOB had been circulated.


Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting which included: -

i) Works to the Play Park were all but complete.

ii) Drainage work to the recreation field were complete.

iii) The new field access raised at the last meeting was according the County Highways an extension to an existing field gate.

iv) He had prepared a contacts list to go with the next newsletter which with a few amendments was approved


Borough and County Councillor’s report

Members were disappointed that there were no apologies or reports from the County Council or Borough Council Councillors.

(i) The Clerk confirmed that after payment of the accounts the cheque account stands at £3996.40 and deposit account at £649.38.

Police Matters   

A report had been received in which it indicated that there had been one incident in the parish since the last meeting in May 2019. A e-mail had been received advising that due to staff changes PCSO 5375 Clare Parker was now responsible for the parish and her contact details are clare.parker@cumbria.police.uk


   

    Footway Lighting

           There had been no further developments.


   St Mary’s Church – Funding and work                  

This issue was progressing with an increased congregation, but members asked the clerk to invite Tim Herbert (Vicar) to the next parish council meeting.


Condition of Chapel Farm, Gilcrux

This item has been dealt with above


Planters

           The planters had been refilled with summer bedding plants.

                   

  Noticeboard – Greengill

The clerk was advised that the noticeboard was now complete with thanks to Mr. Parnaby.

 

 Land Registration

The clerk gave an update on the progress of the registration of land maintained by the council.


Election Expenses

All councillors were required by the Electoral Commission to complete a return of their expenses in the recent election even if they were returned unopposed.


Complaints regarding Footpath

Two complaints had been received regarding a drainage pipe issuing water on to the footpath near the Gyhll. These had bee passed to the Countryside Access Officer at Cumbria County Council. Subsequent to that a letter had been received from the adjacent landowner complaining that his drainage pipe had been blocked up.

19/17 RESOLVED- that the clerk forward the letter from the landowner to the Countryside Access Officer and inform the landowner of the council’s action


CALC Summer Conference

W. Henderson had represented the council at the recent conference and gave important feedback on the topics discussed.
