The Annual Meeting of Gilcrux Parish Council was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 22nd May 2019.


Present: Councillor’s Simon Jones (Chair), Katie Clarke, David Griffiths, William Henderson and James Eve

Also, Present: Trevor Gear (Clerk). ugo Graham

Apologies: Hugo Graham (County Councillor)


  Election of Chair 2019/20

 On the proposal of G. Griffiths and seconded by K. Clarke

19/08   RESOLVED – that Simon Jones be elected chair for 2019/20

   

Election of Vice Chair 2019/20

   On the proposal of D. Griffiths and seconded by W. Henderson

19/09   RESOLVED – that Katie Clarke be elected Vice Chair 2019/20


15 Minute Parishioners Open Forum    

No members of the public were present. J Eve highlighted that Himalayan

Balsam was now growing rapidly and efforts should be made to raise awareness.

Confirmation of minutes

On the proposal of K. Clarke and seconded by D. Griffiths

  19/10                     RESOLVED that the Chair sign as a correct record, the minutes of the

   Parish Council meeting held on 20th March 2019.


Matters Arising

None

   

Advisory Funding Group. (AFG)

Several representatives had stood down from the group including the Parish Council representative and it was agreed that D. Griffiths be nominated as the new council representative.


Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received; -

The CALC Circular for April and May had been circulated and there were no matters arising.

A letter of thanks had been received from J. Mounsey

The Northwest Coastal Access March and April update had been circulated.

Information about Ellenvale Coaches New Village Rider Bus Service had been circulated.

An e-mail from Cumbria Police about their new newsletter been circulated.

An e-mail regarding Cumbria Action for Health News (8 May 2019 had been received and circulated.

An e-mail about Save a Date!  CALC Summer Conference had been circulated.

An e-mail regarding Updated news from North Cumbria University Hospital Trust had been received and circulated.

(ix)      A follow up meeting regarding the A596 took place on 3rd May

2019 at Methodist Chapel, Aspatria which appears to have been taken over by people complaining about the B5300 Dubmill Point closure.

                                (x)       Information regarding Town & Parish Councils -VE Day 75 – 8th

    May 2020

   (xi)      A Guide to the Community Infrastructure Levy (CIL) for Parish and

    Town Councils had been received and circulated.

   (xii)     Policy E-Briefing PC7-19 – Traffic |Commissioners had been

    received and circulated


Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting which included: -

i) He had received a complaint of fly tipping at Tallentire Hill which had been brought to the attention of Allerdale Borough Council.

ii) He had received information that Louise Bell of 4, Newlands Park Dearham CA15 7ED and John Colhoun of 41, Row Brow, Dearham, CA15 7JB had been elected as Borough Councillors covering the parish.

iii) He had received a request for an additional bin near the Masons Arms which had been actioned by Allerdale Borough Council.

iv) The council had received the VAT reclaim OF £377.76


Borough and County Councillor’s report

H. Graham (County Councillor) had tendered his apologies but supplied a comprehensive written report that was circulated and read.


Financial update and cheque authorities

(i)The Clerk confirmed that after payment of the accounts the cheque account stands at £5726.10 and deposit account at £649.38.

19/11     RESOLVED that the above accounts be paid.

           ii) Following the recent election, the number of councillors authorized to sign

           cheques had been reduced to two.

19/12  RESOLVED – that L. Hignett and S McMullen be removed from the authority

  and that D. Griffiths, K. Clarke (Vice Chair), S. Jones (Chair) and W. Henderson    

                      be authorized to operate the councils bank accounts with the Cumberland   

            Building Society and sign cheques.

               

iii)  with the assistance of member’s, the clerk completed the Annual Governance    Statement 2018/19 which was signed by the chair.

vi) The annual accounts and bank reconciliation having been previously circulated were approved and the Accounting Statement 2018/19 was signed by the chair.

v) As the gross income or gross expenditure for 2018/19 did not exceed £25,000 it was agreed that the council should claim exemption from external audit and the chair signed the Certificate of Exemption.


                      Planning Applications


                      i) Consultation

Police Matters   

A report had been received in which it indicated that there had been no incidents in the parish since the last meeting in March 2019.

    Footway Lighting

           There had been no further developments.

   St Mary’s Church – Funding and work                  

This issue was progressing as recorded I the Parish Newsletter by Tim Herbert (Vicar).


Condition of Chapel Farm, Gilcrux

An e-mail had been received indicating that the developer was intending to demolish the farm and develop the site with 2 split level bungalows. A planning application is still awaited.

   

Vacancies

Following the recent election there are now three vacancies on the council but no applications for co-option had been received


           Playground

Several issues had been brought to the attention of the council regarding the condition of the play park It was agreed to seek an estimate of the cost of repair and a sign indicating that the play park was only for the use of children under the age of 14 years.


Planters

           The condition of the planters was discussed.

19/13  RESOLVED – that D Griffiths will refill the planters with summer bedding plants

           and compost the cost of which will be re-imbursed by the council


                    Great British Spring Clean

L. Hignett outlined the results of the clean in her chairs report to the Annual   Parish Meeting.


                     Noticeboard – Greengill

The clerk was asked to make enquiry Mr. Parnaby as to the progress of the new    

 noticeboard.


Drain Survey

           D. Griffiths reported on his findings and it was agreed to publish information in the

           Parish Newsletter for the information of residents as to who they should contact if

           they have any concerns over blocked drains or flooding on the highway.


                     Village Green

The condition of the village green was discussed particularly as regards of a very   wet patch at the bottom of the church steps. The clerk was asked to seek the views of the village maintenance contractor as to cause and remedy.


Speeding in the parish

This issue is being followed up by H> Graham (County Councillor) and it was noted that the Camera Van still appears in the village from time to time.

                     The next meeting of the Parish Council will he held on Wednesday 24th July

           2019 at 6.30pm at Gilcrux Village Hall.


There being no further business, the meeting closed at 7.50pm.
