A meeting of Gilcrux Parish Council was held at the Gilcrux Village Hall, Gilcrux at 6.30pm on Wednesday 20th March 2019.

Present: Councillor’s Lisa Hignett (Chair), Simon Jones, Katie Clarke, David Griffiths and James Eve

Also, Present: Trevor Gear (Clerk), Jacqueline Mounsey (Borough Councillor), Hugo Graham (County Councillor) and a member of the publicugo Graham

Confirmation of minutes

On the proposal of D. Griffiths and seconded by K. Clarke

  19/04                     RESOLVED that the Chair sign as a correct record, the minutes of the

   Parish Council meeting held on 16th January 2019.

Matters Arising



Advisory Funding Group. (AFG)

Several representatives had stood down from the group including the Parish Council representative and it is therefore necessary that the council should nominate a new representative in time for the next meeting on 2nd September 2019. To be included on the agenda for the next meeting.

Correspondence Received since last Parish Council Meeting.

The following items of correspondence had been received; -

The CALC Circular for February and March had been circulated and there were no matters arising.

The Northwest Coastal Access January update had been circulated.

The Cumbria Arts and Culture Network Ebulletin had been circulated.

An e-mail from Cumbria County Council giving information on the Working together Project had been circulated.

An e-mail regarding consultation on de-designating Allonby South Bathing Water had been received and circulated.

An e-mail and letter had been received regarding Coastal Community input into the North West Marine Plan had been received and circulated.

An e-mail regarding News from the NHS in North Cumbria had been received and circulated.

                                 (xi)     The Allerdale Three tier Meeting will be held at 7.00pm on

Tuesday 26th March 2019 at Allerdale House, Workington. K. Clarke will try and attend.


Clerks Report

The clerk provided a verbal report on matters he had dealt with since the last meeting which included: -

i) He had received a notification from Tivoli that the cost of grass cutting for the 2019 season will increase by 5% which had been circulated and accepted.

ii) He had received a report of flooding at Ellen Hall which had been reported to Highways.

iii) He had received a reminder that the council was required to re-register as Data Controller with the Information Commissioners Office (ICO) which had been completed

Borough and County Councillor’s report

J. Mounsey (Borough Councillor) gave information on the Borough Council’s proposed new stadium in Workington. She also advised the meeting that this is her last meeting as Borough Councillor for the parish due to the boundary changes which will alter at the forthcoming election. She was thanked by the chair on behalf of the council and residents for all her hard work and support over the last 14 years. It was later agreed to provide her with a gift voucher as a token of appreciation.

H. Graham (County Councillor) addressed the meeting and advised that Council Tax was going up by 3.99%. He agreed to speak to Highways regarding the blocked gulley and the review of gritting prioritises so that Bullgill Brow is included in the same category as Tallentire. He will also see what can be done regarding speeding in the parish. He also mentioned that he was holding a County Councillor Surgery in April if he can get the village hall booked.

Police Matters


A report had been received in which it indicated that there had been no incidents in the parish since the last meeting.

  St Mary’s Church Flower Festival – Request for a donation

The clerk had received an application for a contribution towards the above event.

19/06 RESOLVED – The council on the proposal of D. Griffiths and seconded by L. Hignett should donate £200.00.


                         Footway Lighting

There had been no further developments.

                         St Mary’s Church – Funding and work                  

There is a meeting next week between the Friends Group, vicar and the diocese to discuss the way forward.

Condition of Chapel Farm, Gilcrux

A planning application is still awaited.



No application had been received

                                Playground - Gate

This had been repaired but when the clerk examined it this evening it was noted that part had been damaged.

Great British Spring Clean

L. Hignett outlined the arrangements and advised the meeting that the Masons Arms had offered to supply pizza and a soft drink to all who took part.

Noticeboard – Greengill

Mr. Parnaby had been advised that the council will meet the cost of materials, so we are just waiting for the noticeboard to be made and replaced.

 Drain Survey

                      Following a recent complaint, the County Council stated that the drains had been last cleaned in 2017 and were due again later this year but they were moving away from regular cleaning. D. Griffiths offered to carryout a survey to see their condition.

 Parish Council Elections 2019

 The clerk handed members Nomination Packs and assisted in their completion which he will take by hand to Allerdale House on 21st March 2019.

 Risk Assessment 2019

 The clerk produced a draft assessment of risk and measures to minimize those risks which were adopted by the council.

 Parish Maintenance 2019

 The clerk produced and estimate of cost for the parish maintenance (including staining the seats).

 19/07 RESOLVED – The estimate was accepted.


Parish Seats

It had been noted that there were chips appearing on the metal part of the new seats and it was agreed to ask the village maintenance contractor to touch these in before they rust.

Speeding in the parish

Concerns had been raised regarding the speed of traffic entering Gilcrux from the Forelands direction and some agricultural vehicles. It was agreed raise awareness of the problem.

          The next meeting of the Parish Council will he held on Wednesday 22nd May 2019 at 6.30pm at Gilcrux Village Hall (following the Annual Parish Meeting)
